A&E

A&E Network has elevated Mark Apter to director, scheduling, A&E and The Biography Channel. He had been manager, scheduling.

Allegiance

Allegiance has named Bill Haggarty as CEO and Joe Shanks as vice president, regional manager. Haggarty was formerly with InterMedia Partners. Shanks was previously with Cebridge Connections.

Cartoon

James Anderson has joined Cartoon Network as vice president of public relations. He had been senior VP of publicity and public relations at Carsey-Werner.

Also, Cartoon elevated two marketing-team members: Terri Tuttle to Chicago-based senior director and Sabina Spigel to Los Angeles-based director.

Castells

Manuel Carvajal has been hired by Castells & Asociados as the agency’s executive broadcast producer. Prior to joining Castells, Carvajal served as executive producer at Y&R Bravo Group.

Cox

Cox Media in Hampton Roads, Va., the ad-sales arm of Cox Communications Inc., has elevated LaFrance Moye to statewide traffic manager from traffic analyst.

Also, Kay Burcher was elevated to research manager from sales services manager.

And Cox Media added two account staffers: Andrew J. Wolff as local account executive and Susan L. Sidone as account executive.

Creative Domain

Marketing, advertising and branding shop Creative Domain has named Mark Rivard director, interactive entertainment. He comes from The WB, where he was executive director, on-air production.

Discovery

Discovery Networks has elevated Eileen O’Neill to executive vice president and general manager of Discovery Health Channel, also responsible for FitTV. O’Neill had been senior VP and GM of Discovery Health.

Also, Vivian Schiller has been promoted to executive VP and GM at Discovery Times Channel, also from senior VP and GM.

GameTap

Stuart Snyder was named general manager of GameTap, Turner Broadcasting System Inc.’s broadband-entertainment network. He was CEO of Montreal-based education production and distribution company Cinar Corp.

NBC Universal

NBC Universal has elevated Susan Haspel to vice president, corporate community affairs.

OLN

Greg Trager was promoted to director, field sports programming and production, at OLN. He had been producer.

Pappas

Pappas Telecasting Cos. appointed Alan Weintraub as director of national sales, Chicago. Most recently, he was an account manager and franchise specialist for National Cable Communications.

Robertson

Costa Mesa, Calif.-based marketing agency Robertson Marketing Inc. has elevated Erin Ailor to account manager.

Also, the agency added two new staff members: Kelli-Rae Hoyt as project coordinator and Sarah Gething as sales coordinator.

Scripps

Dave Tussey was elevated to vice president, human resources at Scripps Networks. He was director.

Sundance

Heidi Bujorian has joined Sundance Channel as account vice president, affiliate sales, responsible for EchoStar Communications Corp., Charter Communications Inc., Adelphia Communications Corp. and the National Cable Television Cooperative. She comes from Charter’s corporate office in Denver, where she worked in ad sales.

Synacor

Synacor Corp. has added Ted May as vice president, content and services. A former Cablevision Systems Corp. executive, he most recently served as VP, AOL Broadband.

Also, Robert S. Rusak joined Synacor as chief financial officer. He had been VP, corporate development and CFP at Time Warner Cable Inc.

Additionally, Patty Hirsch was named director of marketing. She was director, broadband products and Internet marketing at Charter Communications Inc.

And Julia Culkin was appointed head of human resources. She was a consultant with Towers Perrin Inc.

Time Warner Cable

Time Warner Cable has elevated Raj Kumar to vice president, assistant chief counsel, corporate. He had been assistant chief counsel.

Also, John Owen was named president of Time Warner Cable’s Memphis, Tenn., division. He was VP and general manager, Southern district, Raleigh, N.C., division.

Viamedia

Joe Slavin has joined local ad-sales representation firm Viamedia as general manager, Northern California operations. Slavin had been vice president of advertising sales for Charter Communications Inc.

YES Network

Woody Freiman was elevated to vice president, production and programming at Yankees Entertainment & Sports Network. He was supervising producer.
