Mark Keiffer has been named president and CEO of AT&T Southwest, responsible for operations in Arkansas, Kansas, Missouri, Oklahoma and Texas.

Robert S. Victor was named senior vice president, strategic and financial planning at Comcast. He was partner and managing director of The Boston Consulting Group's Washington, D.C., office.

The Cable Telecommunications Human Resources Association has named Charter Communications senior vice president of human resources Lynne Ramsey as its president effective Jan. 1.
Also named as CTHRA officers were: vice president Lisa Chang, executive VP of human resources at The Weather Channel Cos.; secretary Erin Hand, VP of talent and developmnt at Cox Communications; treasurer Julie Cookson, senior VP, HR at Scripps Networks; and immediate past president Juan Munoz, regional VP, human resources, Time Warner Cable Texas region.
Also, Warren & Morris partner Lyn Cason was named to a one-year term on CTHRA's executive committee.

Hallmark Channel and Hallmark Movie Channel has named Susanne Smith McEvoy vice president, ad sales marketing. She had been an ad sales marketing consultant from Bravo.

Samantha Greene Woodruff has been elevated to vice president, strategy and business development at Nickelodeon/MTVN Kids and Family Group. She was senior director, strategy and business development, Nickelodeon Kids and Family Group.

Sci Fi Channel has elevated Erik Storey and Tony Optican to senior vice president, programming, from VP.

Also, Chris Putnam was named executive vice president of sales. He had been a partner and VP in the telecommunications, media and technology practice at Diamond Management & Technology Consultants.
Synchronous also named Sean Parkinson as president, international operations. He was CEO of T-Systems, the Deutsche Telecom Group unit responsible for operations outside Western Europe.
