Arris has named Sandra K. Howe senior vice president, strategic market development. She had been director, business development at Cisco, responsible for the Time Warner Cable business.
Comcast
Comcast has elevated John Simeone to vice president, technical operations of the Berlin, Conn.-based Western New England region, including Connecticut, Western Massachusetts and New York. He had been the region's senior director, technical operations.
Comedy Central
Melissa Bear was named senior vice president, business and legal affairs, East Coast at Comedy Central, based in New York. She comes from MTVN Entertainment Group sister service TV Land, where she was VP, business and legal affairs.
Also, Michael Tenzer was named Los Angeles-based senior vice president, legal affairs, West Coast. He was senior vice president and head of television business affairs at International Creative Management.
Cox
Cox Communications has elevated Omar Deveaux to director, network and engineering in Roanoake, Va. He had been central systems manager.

Liz Bauer has rejoined cable billing provider CSG Systems International as vice president, investor relations. She had left the company in 2006.

Dave Caputo was elevated to vice president, content production at QVC. He had been director, content production.

Buffalo, N.Y.-based Synacor has elevated Ted May to senior vice president, strategy and business affairs. He had been VP, content.
Time Warner Cable
Time Warner Cable of Northeast Ohio and Western Pennsylvania has elevated Scott Miller to vice president, technical operations, Metro service area (greater Akron and Cleveland) and Rick Wiley to vice president, technical operations, Suburban service area (including Erie, Pa.; and Youngstown, Ohio). Miller had been VP, finance; Whaley was VP/GM of operations.
