Lisa Rosenblum has been upped to executive vice president, government and public affairs at Cablevision Systems. She was senior VP of government and education.

Kristen Roberts was elevated to vice president, public relations and community investment in Comcast’s Western New England region. She had been senior director, community and public relations.

COMEDY CENTRAL
David Bernath was promoted to executive vice president, program strategy and multiplatform programming at Comedy Central.

FUEL TV
CJ Oliveras was promoted to executive vice president, general manager of Fuel TV, from senior VP, GM.
Also, Shon Tomlin advanced to senior vice president, programming and marketing from executive producer.

INVISION
Advertising planning and sales solution provider Invision has added Dwight Gibbs as chief information officer. He had been senior VP of technology at Input.

Betti Ortega has joined Mexicanal as vice president, affiliate relations. She had been senior account executive in Taylor Communications’ multicultural practice.
Also, Bill Jenkins has joined the network as Los Angeles-based director, advertising sales. He had been VP, ad sales for LATV Networks.

Felix Ciampa was named to the new post of senior vice president, government affairs at Madison Square Garden. He had been the chief staff to New York Deputy Mayor for Economic Development Bob Lieber.

Chris Linn was elevated to executive vice president of MTV Production. He had been senior VP of production, series development and animation.

Kim Norris was elevated to executive vice president, advanced advertising strategy and operations at Rainbow Advertising Sales Corp. She comes from parent company Cablevision Systems, where she was senior VP, business development and strategy.

Elaine McCall was upped to senior vice president, affiliate finance at Scripps Networks, from VP.

SPORTVISION
Steve Zoppi was named chief technology officer at Chicagobased Sportsvision. He had been VP of information technology and CIO of TiVo.

TIME WARNER CABLE
Patrick Joy has joined Time Warner Cable Northeast Ohio and Western Pennsylvania as vice president, finance and business operations. He comes from Cox Communications, where he was VP, field business operations.

WEATHER
The Weather Channel Cos. has named Sylvia Taylor executive vice president of human resources. She comes from Auto- Trader.com, where she was VP, human resources.
