Washington-RCN Corp., the cable overbuilder along the East Coast and Northern California, asked regulators to force America Online Inc. and Time Warner Inc. to divest either content or cable-distribution properties.

The Walt Disney Co. had previously urged the Federal Communications Commission to follow that course.
