The Associated Press named Phillip Whitacre director of sales and marketing for its Broadcast Technology division. Whitacre previously served as director of sales for the United States and Canada for Wegener Communications.

Cedar Point

Tom Jokerst joined the advisory board of Cedar Point Communications. Jokerst is the senior vice president of advanced technology for Charter Communications Inc.

Concurrent

Concurrent Computer Corp. promoted Robert Chism to chief technology officer of its Xstreme division. Chism will be responsible for driving the technology direction and system architecture evolution for the division.

Encoda

Encoda Systems Inc. appointed David Johnson chief financial officer. Johnson previously served in the same role with Evolving Systems Inc. The company also named Paul Stewart Senior vice president of sales. Stewart will preside over Encoda's worldwide sales unit, a combination of its Business Management and Automation Solutions group.

JP Kids

Rick Hawkins was named executive producer and senior vice president of television and film for JP Kids Inc. Hawkins has more than 24 years experience as a writer and producer.

MyWeather

Gail Jordan joined MyWeather LLC as senior vice president of sales and marketing. Jordan previously served as vice president of sales and marketing for Stardrive Solutions Inc.

NCC

National Cable Communications appointed Jim Beall and Dave Bird marketing managers. Beall will be based in the company's Chicago sales office, and Bird will be based in the Dallas office.

Oddcast

Oddcast Inc. appointed Sandy Smallens president and chief operating officer. Smallens previously served as executive vice president of programming and content for GetMusic/RollingStone.com, part of Vivendi Universal Net USA.

RealNetworks

Dan Schwartz joined RealNetworks Inc. as vice president of advertising sales. He will oversee all advertising sales strategy and execution for the company.

Showtime

Showtime Networks Inc. promoted Bryan Byrd to vice president of public relations and Jackie Iochim to vice president of consumer public relations.

TBS

Turner Broadcasting System Inc. named Mark Polcyn vice president of Turner Sports Sales. Polcyn, based in Detroit, will head national advertising sales for TBS's sports properties.

Universal

Universal Studios Television Distribution promoted Jay McNamara to vice president of business development. McNamara's responsibilities will include coordinating long-term television licensing transactions.

Univision

Univision Communications Inc. tapped Evan Messinger for the position of senior vice president of sales development and marketing. He previously served as senior vice president of development for Reciprocal.com.

USA

Marla Newborn was promoted to vice president of program operations for USA Network. Newborn has been with the company for 13 years and helped launch the Sci Fi Channel.

VH1

VH1 appointed Lee Rolontz vice president of original music production. The network also promoted George Moll to senior vice president of production and programming.

Videolocity

Videolocity International Inc. elected Dan Driscoll to its board of directors. Driscoll is senior vice president of business development of the wireless division of CommScope Inc.

Vivendi

Andrew Kaslow was named senior executive vice president of human resources for Vivendi Universal S.A. The company also appointed Hubert Joly to executive vice president and corporate chief information officer.

WICT

Women in Cable & Telecommunications named Rori Peters national chair. Peters is vice president of affiliate relations for Comedy Central.

Time Warner Cable

Time Warner Cable of New York announced the following promotions: Connie Ciliberti to vice president of human resources; Marc Kopman to vice president of learning and development; Robert Watson to vice president of programming and business development; James An to director of Roadrunner business operations; Salvatore Azzaro to director of facilities management; Luigi Deleonardis to director of digital systems; Calvin Lam to director of engineering; Hector Reyes to director of human resources for NY1 News; and Shana Teitelbaum to director of advertising and promotions.

WE

WE: Women's Entertainment Television appointed Susan Smith director of trade marketing. Smith's responsibilities include building brand awareness among potential advertisers and developing overall marketing strategies.
