Martin Drops New Must Carry Plan

Washington – Without explanation, Federal Communications Commission chairman Kevin Martin on Tuesday decided to postpone his campaign to force cable carriage of new TV station-sourced programming.

Martin dropped the cable carriage item Tuesday morning in the middle of a 90-minute delay to the start of the agency’s November public meeting.

Martin’s plan called for a launching a notice of proposed rulemaking designed to allow minority, religious and small business entities to lease spectrum from digital TV stations on a voluntary basis. But those eligible spectrum-leasing entities would turn around and demand carriage from local cable operators.
