Ohio State-Franchise Bill Heads to House
Senate Already Passed Bill by 29-4 Vote

State House committee hearings are expected this week on a state franchise bill in Ohio, following the approval of that bill May 9 by the state Senate.
SB117 passed by a 29-4 vote. It would assign franchising authority to the state director of corporations, who would have a maximum of 31 days to act on an application or it will automatically be granted. Incumbents may serve out their local franchises or choose, 90 days after the bill becomes law, to apply for a state franchise.
The bill includes some build-out requirements for newcomers: A new provider would have to pass 25% of the low-income homes in its video-service area within the first three years of operation, according to the current draft.
