Comcast Spotlight
Ad-sales unit Comcast Spotlight has named Andrew Seay as senior director, product management, based in Philadelphia. He comes from NBC Universal, where he was director, global wireless product development.
Also, Comcast Spotlight elevated a quartet of New York-based senior executives: Steve Feingold to senior vice president, operations and strategic planning; Vicki Lins to senior vice president, marketing and communications; Paul Woidke to senior vice president, technology; and Kevin Cuddihy to senior vice president, advertising sales.

Tom Pellack was elevated to vice president, marketing and creative services at San Francisco-based Comcast SportsNet Bay Area. He had been director, marketing at the former FSN Bay Area.
Also, Jen Franklin advanced to director, marketing and interactive communications from marketing manager.

Montie Pace was elevated to vice president, business operations at Cox Communications in Atlanta, responsible for the cable operator’s Eastern Division. He was executive director.
Also, Mimi Thigpen was elevated to senior vice president, business strategy, based in Atlanta. She had been VP.

The National Association for Multi-Ethnicity in Communications has elevated James C. Jones to vice president, education, from director.
Also, the cable-industry diversity advocate has elevated Daphne Leroy to vice president, marketing and communications, from director.
And Daniel McGlone advanced to vice president, fund development, from director.

Salil Dalvi was elevated to senior vice president, mobile platform development at NBC Universal Digital Distribution.
Sven Noth was named vice president, liaison, Germany, NBC Universal Television Distribution, based in Munich. He had been director, liaison.

Neil Kelleher was named local sales manager at New England Cable News in Newton, Mass. He had been director, sales of WAMG radio in Boston, the local ESPN Radio station.
Scripps Networks
Scripps Networks has promoted Freddy James to vice president and site director of HGTV.com. He moves over from DIY Network, where he held the position of vice president of programming.
Also, Andy Singer advanced to vice president of programming at DIY Network. He comes from sister network HGTV, where he was vice president of original programming.
And Laura Sillars takes the reins as HGTV’s vice president of original programming. She was director of original programming.

Casey Patterson was elevated to senior vice president, event production and talent development, Spike TV and TV Land.
Starz
Neal Massey was named executive director, marketing, sales and corporate research at Starz Entertainment. He comes from MultichannelStats, a provider of business-intelligence applications to cable operators and networks, where he oversaw product development and marketing.
Swire
Swire Marketing in Glendora, Calif., has named Amber Arias as operations manager. She comes from PFITech/Dell, where he was purchasing manager.
Also, Ashlie Putman has joined Swire as a production artist.
Time Warner Cable
Steve Jacobs was named regional vice president, New York City at Time Warner Cable Media Sales. He had been VP, Time Warner Cable Media Direct.
Trilithic
Indianapolis-based technology vendor Trilithic has named Matt Bessette major accounts manager in its broadband instruments division. He has worked for General Instrument, C-COR and ADC Telecommunications.
Turner
Turner Broadcasting System has tapped Cindi Peltier as senior director, promotions and marketing, Turner Entertainment Ad Sales and Marketing, based in Los Angeles. She was VP, media promotions at ad agency MediaCom.
Wilen Media
Wayne Tuttle has joined Farmingdale, N.Y.-based consumer marketing agency Wilen Media as vice president, major accounts, responsible for the agency’s cable-TV accounts and new-business opportunities. He most recently worked as VP, affiliate marketing at TV One.
