Channel Master LLC named William "Bill" Fitzgerald director, program management. He had been vice president, sales for COM DEV International Wireless Group.

CIMedia

Cox Interactive Media promoted Marleen Buford to director, communications. She had been manager, marketing services.

Cisco Systems Inc.

Paul D. Bosco was named vice president, market development for the Boston-based Cisco Content and Multiservice Networks Group. He had been VP and general manager for Cisco's Cable Business Unit.

Clear Channel

Clear Channel Entertainment announced several appointments: Paula Belzer was promoted to chief marketing officer. She had been president of marketing. Steve Smith to executive vice president and chief operating officer. He had been corporate EVP. Ed Stacey was promoted to executive VP, chief financial officer and administrative officer. He had been chief financial officer. Jeff Lewis was promoted to chairman, sports. He had been chairman of the company's motor sports business. Dale Head was named general counsel. He had been senior associate general counsel at Maxxam Corporation.

Comcast

Comcast Cable Communications Inc. promoted Charles Mann to director, marketing for the company's Chesapeake Bay Group Systems. He had been manager, sales and marketing for Comcast's Maryland/Delaware region.

Discovery Networks

Discovery Networks U.S. named Mark Ewing Luther account director for the affiliate sales and marketing division. He had been national accounts director of content, sales and distribution for Cidera Inc.

Encoda Systems

Encoda Systems Inc. appointed Greg M. Jacobsen chief executive officer. He had been president and chief executive officer of XOR Inc.

Fox Sports Net

Mark Shuken was named vice president and general manager, northwest region. He had been chief operating officer for Rival Networks.

The Golf Channel

Barbara Hayes was promoted to managing director, affiliate marketing. She had been director.

Incanta

Incanta Inc. named Donna Thomas senior vice president, sales and marketing. She had been senior VP, national accounts for the affiliate sales and marketing division of Discovery Networks.

MGM Worldwide Television Group

Priscilla Pesci was named senior vice president, marketing. She had been senior VP, worldwide marketing, strategic planning and special projects for Impact Media.

Pioneer

Rich Annibaldi was promoted to director, technical research for Pioneer Research Center USA Inc. He had been senior manager, technical research for Pioneer New Media Technologies.

QVC Inc.

Pamela M. Paul was appointed vice president, information technology. She had been director of customer care and market services at AssetTRADE.com.

Scripps Networks

Stephanie Eno was appointed to manager, programming for Scripps' soon-to-launch cable network Fine Living. She had been on-air promotions producer for TV Land.

SeaChange International

Tom Olson was named to SeaChange International's board of directors. He is president and chief executive officer of National Cable Communications.

Studios USA

Sonja Piper Dosti was named senior vice president, drama programming. She had been VP, development and current programming at Imagine Television. Laura Lancaster was promoted to manager, comedy programming. She had been coordinator.

Telemundo

Telemundo Communications Group Inc. appointed Leo Ramos vice president and general manager of WSNS-TV. He had been general manager at KPXG-TV in Portland, Oregon.

The Weather Channel

Ed Perry was named account manager, north central region. He had been director, sales for Atlanta based Bethea Insurance Group. Alex Dombronovich was named account manager, southeast region. He had been local ad sales manager for Time Warner Cable in Orangeburg, S.C.

ValueVision

ValueVision International Inc. promoted Dick Barnes to chief operating officer. He will continue as executive vice president and chief financial officer.
