ARTISTdirect

Lee Masters joined the board of directors for ARTISTdirect Inc. Masters is a former president and CEO of both E! Entertainment Television and Liberty Digital Inc.

Cartoon

Cartoon Network promoted Phyllis Ehrlich to senior vice president of promotions marketing for its sales and marketing division. Ehrlich's duties will include collaborating with Cartoon's sister Kids WB! on joint promotional efforts.

Charter

William Sievers was named vice president of customer care for Charter Communications Inc.'s eastern division. Sievers joined Charter in 1998 as a regional call center manager.

Comcast

Comcast Cable Communications Inc. promoted Jennifer Tryon to vice president of programming. Comcast Corp. also named Bruce Abbott director of business operations for its Chesapeake Bay Group System.

Cox

Anthony Surratt was promoted to executive director of public relations for Cox Communications Inc. Surratt will assume a larger strategic role in identifying and managing a wide variety of communication issues within the company and industry.

GSN

Ken Warun was promoted to vice president of on-air promotion and short form programming for Game Show Network. In his new role, he will develop short-form programs, such as interstitial minute-long game shows. GSN also named Nate Whitman to the newly-created position of director of business development and strategy.

Harmonic

Lewis Solomon rejoined Harmonic Inc.'s board of directors. Solomon, who served on the board from 1990 to 1994, replaced Barry Lemieux.

MTV

MTV Networks named Peter Baron vice president of label relations for MTV and MTV2. Baron will serve as a liaison between the channels and record labels.

NCC

Aaron Ashe was appointed political sales manager for National Cable Communications. NCC also promoted Bob Ware to sales manager of the Washington office.

NCUBE

Steven West was named chief operating officer for nCUBE. West is a 20-year veteran of the technology industry.

Pioneer

Pioneer Electronics Corp. appointed David Wright to southeast sales manager for company's cable and communications division. Wright has spent more than 24 years in sales, his most recent post was with Canal Plus U.S. Technologies.

QVC

QVC announced the following promotions: Dan O'Connell was elevated to the position of senior vice president and controller; Raymond Bilinski assumed the position of vice president of finance for international operations; and Alan Kujawa was promoted to vice president of inventory accounting and disbursements.

Shop At Home

Robert Montano was promoted to vice president and deputy general counsel for Shop At Home Inc. The home-shopping company also hired Kurt Staiger as vice president of merchandising.

Starz Encore

Starz Encore Group LLC named David Charmatz senior vice president of research, analysis and strategy. In the newly created position, Charmatz will oversee strategic planning and competitive market analysis.

TBN

Janelle Slipp was appointed director of affiliate sales of the southwest region for Trinity Broadcasting Network. Slipp will be responsible for the promotion and distribution of TBN, The Church Channel and Enlace Network in California, Utah, Colorado, Nevada, Arizona, New Mexico and Texas.

Techtv

Techtv named Rasa Urmonas head of sales and marketing in Asia for Techtv International. Urmonas, based in Hong Kong, will manage the network's sales for Asia, Australia and the Middle East.

Time Warner Cable

Time Warner Cable announced the following personnel changes: Eric Brown was appointed division president for the company's Minnesota operations; Gerry Campbell was named senior vice president of voice; Mark Aronson was appointed vice president of program development; Lynne Costantini assumed the position of vice president of programming; Bonnie Hathaway was promoted to vice president of public affairs; and Jeff Zimmerman was named vice president and general counsel.

Turner

Alyssa Hochheiser was named vice president of direct response advertising for Turner Broadcasting System Inc.'s entertainment networks. Lyn McCool was promoted to senior vice president of program acquisitions finance and program planning for Turner Entertainment Group. Kellie Appel was appointed senior vice president and general manager for Turner Trade Group.

Universal

Universal Studios Television Distribution promoted Jay McNamara to vice president of business development. McNamara's responsibilities will include coordinating long-term television licensing transactions.

Univision

Univision Communications Inc. tapped Evan Messinger for the position of senior vice president of sales development and marketing. He previously served as senior vice president of development for Reciprocal.com.

USA

Marla Newborn was promoted to vice president of program operations for USA Network. Newborn has been with the company for 13 years and helped launch the Sci Fi Channel.

Videolocity

Videolocity International Inc. elected Dan Driscoll to its board of directors. Driscoll is senior vice president of business development of the wireless division of CommScope Inc.

Vivendi

Andrew Kaslow was named senior executive vice president of human resources for Vivendi Universal S.A. The company also appointed Hubert Joly to executive vice president and corporate chief information officer.

WICT

Women in Cable & Telecommunications named Rori Peters national chair. Peters is vice president of affiliate relations for Comedy Central.

Oddcast

Oddcast Inc. appointed Sandy Smallens president and chief operating officer. Smallens previously served as executive vice president of programming and content for GetMusic/RollingStone.com, part of Vivendi Universal Net USA.

Encoda

Encoda Systems Inc. appointed David Johnson chief financial officer. Johnson previously served in the same role with Evolving Systems Inc. The company also named Paul Stewart Senior vice president of sales. Stewart will preside over Encoda's worldwide sales unit, a combination of its Business Management and Automation Solutions group.
