Insight Builds T-Commerce 'Mall' in Ky.

Without much advance fanfare, digital-cable customers in Lexington, Ky., last month saw a new application appear on their set-top boxes: a remote-controlled home-shopping service called the Insight Digital Mall.

Through a partnership with Commerce.TV Corp. and Liberate Technologies, Insight Communications Co. soft-launched the television-commerce application last month, after beta testing by local Insight employees.

Ozzy Tops Cable Ratings

MTV: Music Television reality series The Osbournes was basic cable's
top-rated programming last week in households and three key adult-demographic
measurements.

The April 9 installment of the show about the trials and travails of the
former Black Sabbath frontman's dysfunctional family posted a 5.2 household
average, according to a Turner Entertainment Research analysis of Nielsen Media
Research data.

For local cable advertising executives, the future is not quite here yet. Most of them say that it's a bit too soon to focus on interactive television, local People Meters or digital-network insertion — although a few MSOs might start some initial tests of the latter late this year.

CBS Won't Pull HDTV Programming

Under pressure from Congress, CBS agreed Thursday to continue broadcasting in
HDTV even though the high-resolution digital programming would remain
susceptible to illegal copying and Internet retransmission.

In a prepared statement, CBS said it would not pull the plug on HDTV this
fall, as it threatened to do in a recent Federal Communications Commission
filing related to the agency's ongoing effort to protect HDTV programming from
rampant piracy.

France Telecom Continues Local Cable Exit

In a move to unload its domestic broadband holdings, France
Telecom S.A. said last month that it agreed to merge certain cable assets with those of NC
Numericable, the cable operator owned by French pay TV group Canal Plus S.A. and Exante, a
financial holding led by Callahan Associates International LLC.

In a second step, France Telecom plans to divest its stake
in the partnership within the next three years by selling it in an initial public
offering.

AT&T Faces Pocahontas Overbuild Arrows

Encouraged by neighboring communities that have competition
in their local cable markets, the city of Pocahontas, Iowa, has chosen to launch an
overbuild of AT&T Broadband & Internet Services.

By a vote of 306-18, residents of the northwest Iowa town
recently chose to build a municipally owned telecommunications network that will compete
for 750 local AT&T Broadband subscribers, as well as with U S West for area phone
customers in the community of 1,000 households.

Time Warner Offers Tours of San Diego System

San Diegans bored with attractions such as Sea World and
the city's world-famous zoo now have another facility that hopes to pique their
interest: Time Warner's Southwestern Cable campus.

In order to more firmly assert its identity -- Time Warner
toils in the shadow of Cox Communications Inc.'s larger and more publicized Cox Cable
San Diego -- the system has opened its shop for tours. This makes the cable operation one
of only four local businesses -- including Qualcomm Stadium and the local newspaper --
that conduct regular plant tours.

Picture's Becoming Clear: HDTV Peace Wearing Thin

Broadcasters cried foul last week, accusing cable operators of blocking consumer access to Super Bowl XXXVII in HDTV. But after reviewing the play, Federal Communications Commission chairman Michael Powell declined to call a penalty.

Powell — who tried to jump-start the digital TV transition last April by seeking voluntary high-definition television commitments from cable operators and broadcasters — remained neutral when asked about HDTV-blocking allegations made by National Association of Broadcasters president Edward Fritts.
