Critics of the Move Have Until the End of the Week to Petition for Review

Opponents of the FCC's conditional waiver to Charter Communications for set-tops with downloadable security, which includes notably the Consumer Electronics Association, have until the end of this week to appeal that decision. A spokesperson for CEA said it was "considering all options," but FCC staffers are anticipating that it will appeal the bureau-level decision. It has 30 days from the FCC's grant of the waiver, which was adopted April 17.

Attorney general Eric Holder said Wednesday that, as a general matter, his department supports having to get a warrant to access electronic communications from a service provider.

He did not exactly answer whether Justice thought it needed a warrant to get emails from a third party like Yahoo, but he did say that there should be certain limited circumstances when Justice would need to acquire info at the speed at which communications now move.

Consumer reaction could be the biggest catalyst for programming cost reform, Cablevision Systems vice chairman and chief financial officer Gregg Seibert told an investment conference audience Wednesday.

Seibert, speaking at the JP Morgan Technology, Media and Telecom conference in Boston, said recent initiatives by Sen. John McCain to force a la carte options also could help foster reform.

As expected, the House Tuesday passed a bipartisan bill, HR 1580, that makes a multistakeholder model of Internet governance the official policy of the U.S.

The vote was unanimous by voice vote.

Commissioner's Last Day at Agency is May 17

FCC Commissioner Robert McDowell is exiting the FCC May 17 and will be joining the Hudson Institute.

He follows, following in the tradition of former FCC commissioners and chairmen spending some time at think tanks after they exit their posts. Current FCC chairman Julius Genachowski is headed for the Aspen Institute, for example.

McDowell will join the Institute's Center for Economics and the Internet as a visiting fellow.
