A retransmission-consent battle could be brewing between stations owned by LIN TV and Time Warner Cable.

The nation’s second-largest MSO says that LIN is alerting viewers that their contract to carry the stations expires on May 31 at 5 p.m. (ET). Time Warner Cable maintains that LIN is seeking a 50% increase in compensation, just two years after the parties reached a retrans deal.

Retransmission consent fees will account for nearly 10% of total local television station revenue by 2018, according to a recent report by research firm BIA/Kelsey.

In its  report, BIA/Kelsey estimated that gross retrans fees will more than double between 2012 ($2.23 billion) and 2017 ($4.69 billion), while the amount of those fees the local stations keep after returning a portion to their respective networks, will climb 68% from $1.4 billion in 2012 to $2.35 billion by 2017.

FCC chairman Julius Genachowski told a Senate panel on Tuesday that the commission may have to take action on retrans to reduce the potential for blackouts, but then suggested it would need help from Congress.

That came in one exchange during a marathon oversight hearing (two and a half hours) in the Senate Commerce Committee that ranged far and wide, though never into the area of media violence despite its invocation twice by chairman Jay Rockefeller (D- W. Va.).

DirecTV avoided a midnight blackout of about 87 Sinclair Broadcast Group stations in 47 markets across the country, receiving an extension from the broadcaster as retransmission consent negotiations continue.

The Sinclair stations, affiliates of all four major broadcasters, are located in markets like Las Vegas, Salt Lake City and Baltimore and were set to go dark at 11:59 p.m. on Feb. 28 if a deal could not be reached. Earlier today, DirecTV said it had been granted the extension and negotiations continue.

Comcast chief financial officer Michael Angelakis told an industry audience Tuesday that he expects retransmission consent revenue from both its owned and operated stations and through reverse compensation from affiliates to increase about 5 -times by 2014, to about $200 million.

Speaking at the Morgan Stanley Technology, Media and Telecommunications conference in San Francisco, Angelakis said that raising retrans revenue is a top priority for NBC Universal, adding that the programming unit had received “minuscule” retrans fees in past years.
