Multiple FCC sources confirm that when the commission issues a spectrum incentive auction notice of proposed rulemaking (NPRM), scheduled for a vote on Friday, Sept. 28, it will not include an allocation optimization model (AOM) of how the FCC proposes to repack TV stations into a post- incentive auction-depleted broadcast band.

The chiefs of the FCC's Office of Engineering and Technology and International Bureaus plan to tell Congress Friday that the process that resulted in the FCC's grant of a waiver to LightSquared was fact-based and transparent, that they stand behind the work of their engineers and technical experts, and that the GPS industry did not raise concerns about interference until 2010, eight years or so into a decade-long proceeding.

No Commissioners Slated for FCC LightSquared Hearing

 

FCC International Bureau Chief Mindel De La Torre and Office of Engineering and Technology Chief Julius Knapp are the only two witnesses slated for a House Oversight and Investigations Subcommittee hearing on the FCC's handling of the conditional waiver to LightSquared, according to the committee website.

The hearing will look at how the FCC came to the January 2011 decision to grant a conditional waiver to LightSquared to use satellite spectrum for terrestrial mobile service.

In Securities and Exchange Commission filings Sept. 14, TWC said it would sell its 46.4 million shares of Clearwire on the open market at $1.40 each, or about $65 million. That is 88% less than the $550 million the media giant originally paid for the shares in 2008.
