Joseph P. Dwyer has joined ACTV Inc. as executive vice president, chief financial officer. Dwyer had been senior vice president of finance at Winstar Communications Inc. William A. Frank has joined ACTV as executive vice president. He had been chief operating officer at Cognitive Arts Corp. Christopher C. Cline has been promoted to executive vice president, new business development.
