Castalia Communications, an independent distributor and producer of cable and satellite channels, has named Maria Urquaiga senior vice president, programming and production. She was a consultant involved in the launch of such channels as Travel Channel Latin America and HTV.

Also, John Perezwas named senior vice president, advertising sales. He comes from Univision, where he worked in spot sales.

Charter Communications Inc. has elevated Stacey Neu to corporate vice president, human resources from corporate director of HR.

Also, Jeffrey H. Coxwas upped to corporate vice president, sales, from corporate director of sales and marketing.

The St. Louis-based MSO also elevatedSheila Gilmore to vice president, sales and marketing, Western Division operations. She was director, marketing, Western Division operations.

Finally, Edward F. Madden was named vice president, general manager of Eastern Michigan operations. He was GM of Charter's mid-Michigan operations.

Disney Channel has upped Scott Garnerto senior vice president, programming. He was VP, programming and scheduling.

Fox News

Gary Schreier was named executive producer, weekend business news at Fox News Channel. He had been senior producer, weekend business programming.

FSN Florida/Sun

Mike Elberg was named local sales manager at FSN Florida and Sun Sports. He had been national sales manager for FSN Florida.

HSN

Cara Contewas named vice president, affiliate sales at HSN. She most recently was a consultant for the startup Martial Arts Channel.

NBC

NBC has named Katie O'Connell senior vice president, New York development, NBC Entertainment. She comes from Imagine Television, where she was executive vice president, development and current programming.

Nielsen

Nielsen Media Research has added Angela Mariana Freyre as senior vice president, deputy general counsel. She was a partner at Coudert Brothers LLP in New York.

TV Land/NAN

Shari Howard has joined TV Land and Nick at Nite as vice president, sponsored promotions. She was director, sponsorships and promotion in TBS and Turner Network Television marketing operations.

Sony Pictures Television International has appointed Mike Dormerdirector, scripted production in the United Kingdom. He was an executive producer at Wall to Wall Television.

Sí TV

Sí TV has added seven staffers: Douglas Evan Dicksten was named senior director, affiliate marketing. He was director, affiliate marketing at GSN.

Also, Rich Robinson joined Sí TV as talent producer. He was the booker on Good Day LA andGood Day LIVE.

Sharmalee Lall has joined the network as executive director, legal and business affairs. She was in-house counsel at Rainbow Media Holdings LLC.

Eugenia Koudanis was tapped as director of sales, East Coast. She was an account executive at HRP.

Sí TV tapped Gloria Martinez as director of sales, Southwest. She had been Southwest ad manager at Hispanic Publishing Associates.

Ivan Perez was named director of sales, East Coast. He was an account executive at Fox Sports en Español.

And Peter Lee joined Sí TV as affiliate sales and marketing coordinator. He was assistant to the regional VP at NBC Universal Cable in Chicago.

Time Warner Cable has named Todd Lawson group vice president, finance. He had been senior director, finance, overseeing special projects in the planning and analysis group.

Also, John H. Keib was named regional vice president, marketing and sales management for Time Warner's upstate New York/Maine region. He was VP, marketing and sales for Time Warner in Syracuse, N.Y.

The Weather Channel has named Liz Janneman senior vice president, cable ad sales. She was executive VP, sales at Turner Broadcasting System Inc.
