Charter Advertising Saint Louis announced several personnel changes. Cindy Barnes-Kibens
was appointed regional sales manager; Kathy Parks
was promoted to director of sales; Jerry Steele
was elevated to sales manager for Charter Communications Information Network, sports and Vehix.com; and J.D. Sosnoff
assumed the position of local sales manager.

CNN Newsource Sales tapped Rick Erbach
as vice president of affiliate relations. Erbach will serve as a liaison between CNN Newsource operations and affiliate partners.

Marga McNally
joined Encoda Systems Inc. as executive vice president of strategic planning. McNally had been president of CNBC in Europe. Encoda also named Robin Adams
president of the Automation Solutions Division and Robert Duncan
president of the Media Management Solutions Division.

Goodman Media

Goodman Media International Inc. named former VH1 executive Stacey Sanner
senior vice president. The company also promoted Henry Miller
to chief operating officer.

Inspiration

The Inspiration Networks named Jon Nappa
president of its newly formed Imagicom Entertainment feature film development company. Nappa previously was a writer and developer of children's entertainment properties.

NCC

National Cable Communications promoted Perry Shelman
to sales manager of its CableLink Interconnects Division. NCC also named Michael Price
national interconnect manager for CableLink's Albany, N.Y., market.

Sci Fi

Jennifer Kilberg
was named photo editor for Sci Fi Channel. Kilberg will hire photographers and produce for all of Sci Fi's photo shoots, and provide images for series, specials and theatrical events. The network also named Joanne Modlin
vice president of research. Modlin will oversee ratings analysis and primary research for all of Sci Fi's programming.

Telecast Fiber Systems Inc. named Joseph Commare
vice president of operations and Gideon Uys
vice president of sales and marketing.

Time Warner Cable

Time Warner Cable appointed Randy Fraser
vice president for government affairs in North Carolina. Fraser had served as division president for Raleigh-Durham since 1984. Terence Rafferty
was promoted to group vice president of finance for Time Warner Cable of New York City. Rafferty had been vice president of finance.

TV Guide

John Loughlin
was named president of the TV Guide Publishing Group. Loughlin will be responsible for TV Guide Magazine Group and TV Guide Online.
