Comcast Corp.’s cable unit has elevated Mark Apple to regional vice president, communications and public affairs, Central region. He had been community relations manager in Indianapolis.

Also, Max Woolsey was elevated to vice president, technical operations, Central region. He was Midwest division VP, technical operations.

Finally, Comcast in Chattanooga, Tenn., elevated Geoff Shook to VP, general manager from GM and Rob Cote to director of marketing, from manager.

Cox Communications Inc. has elevated Herb Dougall to vice president of network operations in Arizona. He was director, Master Telecommunications Center engineering and operations.

Jennifer Geisser has joined Court TV as senior vice president, communications. She had been VP, public relations for WE: Women’s Entertainment.

Fox News Channel elevated Mike Straka to director, operations and special projects, FoxNews.com. He had been project manager, Web operations.

Christopher Dixon has joined Gabelli Group Capital Partners Inc. as a managing director. He was a managing director and global strategist for the UBS Global Media Equity Research Team, specializing in cable.

Patricia Folgar was named art director at Hallmark Channel. She comes from Artisan Entertainment, Los Angeles, where she served in the same capacity.

ICTV Inc. has hired Amos Kohn as vice president of network modeling. He comes from Aviva Communications, where he was vice president, systems engineering and business development.

Lifetime Entertainment Services has tapped Catherine Moran as vice president of marketing. She comes from AMC, where she was VP of marketing, brand manager.

MSNBC

MSNBC has named Robert Spodek vice president and chief financial officer. Formerly director of planning and financial analysis, he had been acting CFO since December 2003.

NFL Films has named Bill Graff executive in charge of remote and studio production. He comes from ESPN, where he was coordinating producer.

RASCO

Rainbow Advertising Sales Corp. has tapped Jim Agius to lead its Detroit office and Lee Freedman as head of its Atlanta office. Agius had been senior VP, national sales manager at The Weather Channel. Freedman had previously served as national accountmanager at Premiere Radio Networks.

The Society of Cable Telecommunications Engineers has named Greg Garabedian the winner of its 2004 Personal Achievement Award. Garabedian is director of technical operations with Charter Communications Inc. in Worcester, Mass.

SEACHANGE

SeaChange International Inc. has named Zheng Gao vice president and general manager of Greater China operations. Before joining SeaChange in 2001, he had been a business-development manager for Pioneer Electronics Corp., focusing on the cable set-top market and interactive-television applications.

Sony Pictures Television has hired Glenn Adilman as vice president, network development. He comes from ABC Entertainment, Los Angeles, where he was senior VP, programming. Also, Mark Arrington joins Sony as account executive, program-sales team, Southeast region, based in Atlanta. Finally, Steve Bernstein has joined Sony as account executive, program-sales team, Central region, based in Chicago.

TIME WARNER CABLE

Carl Naes has joined Time Warner Cable’s Northeast Ohio division as general manager, DigitalPhone. He comes from Triplecom Technologies LLC.

TLC

TLC has elevated Christian Drobnyk to vice president, programming. He had previously worked as the director of programming for both TLC and Travel Channel.
