N.Y. PSC OKs Verizon Franchise

The New York Public Service Commission has approved the franchise between the village of Massapequa Park and Verizon Communications Inc., the final step in authorizing the telephone company's move into video in that community.

In New York, communities pick and negotiate with their provider, but state officials review the agreement to assure that it complies with state law and the PSC makes final authorization.

Verizon will compete with Cablevision Systems Corp. in the village. The incumbent has filed a lawsuit over this initial franchise, alleging that part of the negotiations violated state public-meeting rules.

Thomas McCarroll, the regional Bell operating company’s vice president of regulatory affairs for New York and Connecticut, said the PSC action should establish a framework that will serve to expedite confirmations of future franchises.

Verizon intends to launch its 330-channel video service in Massapequa Park in 2006, McCarroll added.
