Senate Democrats Block 39% Bill

Senate Democrats Tuesday blocked passage of a bill setting the national broadcast-ownership cap at 39%, but Democratic Leader Tom Daschle (D-S.D.) predicted that the bill would eventually become law, according to wire-service reports.

The Federal Communications Commission raised the cap from 35% to 45% in June, but five months later, the White House and Congress agreed to lower it to 39%.

Under a 39% limit, Viacom Inc. and News Corp. would not have sell any TV stations.
