Cable Signal Theft Chief Named


The National Cable & Telecommunications Association named Brian Allen
director of the Office of Cable Signal Theft.

Allen will lead the cable industry's efforts to counter cable-signal theft
and serve as cable's liaison to the Coalition Opposing Signal Theft Committee

Allen was a partner at ACI Investigations Inc. in Garden City, N.Y., a firm
that handles cable-theft issues nationwide.

During 10 years at ACI, Allen assisted cable-theft investigations and
consulted for organizations including Time Warner Cable, AT&T Broadband,
Cablevision Systems Corp., Charter Communications Inc. and the Motion Picture
Association of America on policies and proactive anti-cable-theft procedures. He
also worked with law-enforcement agencies.

The NCTA said Allen successfully investigated several of the largest
nationwide cable-pirating operations, leading to the civil seizure of more than
200,000 descrambling devices.

Formed in 1986 as a joint venture between the NCTA and the MPAA, the Office
of Cable Signal Theft serves as an information clearinghouse for signal-security
