Suffolk, Va.-The Charter Communications Inc. system here has reached an agreement with the city council, which had previously taken steps to revoke its local franchise.
Charter agreed to rebuild the system, built by Falcon Cable in the early 1980s, with fiber-optic technology. Work must be completed by June 30, 2002, or the MSO will be fined $150,000 a month and required to furnish its subscribers with $10 per month in rebates for each month they are deprived of access to new services. (An earlier report on the Multichannel News Web site incorrectly reported that date as June 30, 2001.)
Basic rates will be frozen until Charter activates the new plant at subscribers' homes.
