Chicago Regulators Fine RCN Over Access

The Chicago Consumer Services Commission wants to impose a $750-per-day fine on RCN Corp. for its failure to pay $231,000 in access-fee commitments.

RCN has asked for a franchise modification for Area 2. The operator stopped its buildout and, because it only has 1,500 customers, its access commitment amounts to $150 per subscriber, per year. Competitor Comcast Corp.’s system is fully built out and it pays less than $4 per subscriber.

Other committees and city aldermen would have to approve the fine.
