L.A. Council Seeks Access Add-In

LOS ANGELES -The City Council here has ordered that open access be made a term of any future franchise negotiations.

All 15 of the city's cable franchises, held by AT&T Broadband, Time Warner Cable and Adelphia Communications, expire by the end of next year.

The measure was approved by a 10-0 vote, with several council members recusing themselves because of personal telecommunications investments.
