Cable subscribers in Hampden, Maine, population 6,327, will see their rates
drop between $1.90 and $8 per month.

The town council voted to cut the amount the town collects in franchise fees
from Adelphia Communications Corp. from the current 5% to only 1%, after it
failed to use money collected from franchise fees to develop educational and
government-access channels.

The council voted May 22 to cut out its share of the fee and only collect the
regional-access-support amount. The decision cost the community about
$30,000.
