On the eve of the Federal Communications Commission’s Sept. 10 vote on the
plug-and-play agreement between the cable and consumer-electronics sectors,
Starz Encore Group LLC filed a letter with the agency expressing its concern
that subscription-video-on-demand services would be classified in the
Copy-never was designed to protect one-time-use content, such as pay-per-view
or VOD, while the Digital Millennium Copyright Act proscribes that Starz would
fall into the copy-once category, Starz said.
The premium programmer added that the FCC is close to entering copyright law
with the plug-and-play agreement, while copyright jurisdiction is usually the
province of Congress.
