Barry Fischer has been promoted to the slot of executive vice president of market strategy for Turner Broadcasting System Inc., officials said Thursday.

Fischer -- most recently executive VP of marketing and research -- will now have a broader role. He will collaborate and consult on upfront ad-sales strategy and ad-sales support systems and operations.

Fischer will maintain direct oversight of marketing projects such as the one he developed, Media at the Millennium, a multiphase research system that provides new insight into national television reach.

The Millennium project was developed under Fischer by Turner and Nielsen Media Research, and it demonstrated cable’s ability to deliver a targeted, high-value audience to advertisers with no loss of reach.

Fischer joined Turner in 1996 after an 18-year stint at Wells Rich Greene/BDDP Inc.

In other Turner personnel news, Louise Sams has been named president of Turner Broadcasting System International. She had been general counsel of Turner Broadcasting System.

Sams will add oversight of TBS International effective immediately, including Cartoon Network, Turner Classic Movies, Boomerang and a total of more than 50 local and regional services, as well as distribution and commercial operations for Cable News Network’s international services.
